Chatham-Kent Council: October 21, 2019 recap

Chatham-Kent Council met for a regular meeting on Monday night, October 21, 2019.

Here is a recap of the meeting:

– Recommendations stemming from a Notice of Motion by Wallaceburg Councillor Carmen McGregor about Wallaceburg Downtown BIA Parking Issues was approved. More details, here. 

– South Kent Councillor Mary Clare Latimer entered a successful motion, waiving the notice period, for staff to reconsider the direction Council gave staff regarding the Minimum Maintenance Standards for Winter Sidewalk Maintenance. Council directed staff to prepare a by-law to return to Council.

– Chatham Councillor Doug Sulman entered a Notice of Motion that administration report to Council reporting all funds spent or committed to be spent for any matter whatsoever relating to the proposed arena complex, that administration update Council on these expenditures quarterly and administration report on the status of any provincial and federal grant to Chatham-Kent for this proposal. Sulman’s motion will be discussed at the November 4 Council meeting.

– Ad information report on Low Income Seniors Dental Program Implementation was received, while an information report on Bed and Breakfast Establishments in Chatham-Kent was sent back to staff.

– A report on Taxes and Assessment Adjusted to August 31, 2019 was approved.

– Committee reports from the Drainage Board, Chatham-Kent Police Services Board, Chatham-Kent Board of Health, Chatham-Kent Public Library Board, Chatham-Kent Accessibility Advisory Committee, Infrastructure, Bridge, Culverts and Roads Innovation Committee, Chatham-Kent Museum Advisory Committee, Ridge House Museum Advisory Committee, Blenheim Landfill Liaison Committee, Ridge Landfill Liaison Committee, Historic Downtown Chatham BIA, Tilbury BIA and the Committee of Adjustment were all received.

– A report with results of Request for Proposals R19-330 for Developing Affordable Housing – Ontario Priority Housing Initiative & Municipal Affordable Housing Funding Programs – Award Recommendations was approved.

– A report with results of Request for Proposals R19-336 for Developing Affordable Housing – Investment in Affordable Housing Extension & Municipal Affordable Housing Funding Programs – Award Recommendations was approved.

– A report on Sole Source – Road Rating and Asset Management Software was approved.

– A report on Canada Learning Bond Project, including a presentation by Melaney Austin, Supervisor, Employment and Social Services was approved.

– A report on Lawson Properties Inc. – Offer to Purchase was approved.

– A report on Hill Valley Maker – Grass Cutting Vendor Services was approved.

– A report on the Hunting By-law 200-2004 was approved.

– Recommendations for the 2020 Schedule of Council Meetings were approved.

– A report on the SWIFT Waiver was approved by Council.

– Council also met in closed session to discuss an Offer to Purchase – Parkland, Churchill Park Road, education and training about Cyber Security, Sidewalk Maintenance and 508 Richmond Street in Chatham.
