Chatham-Kent Council: November 18, 2019 recap

Chatham-Kent Council met for a regular/planning meeting on Monday night, November 18, 2019.

Here is a recap of the meeting:

– A motion by Wallaceburg Councillor Aaron Hall re: Wallaceburg Community Hub was referred back to staff. Read more background information, here.

– A report and recommendations on Council Meetings in all Wards was approved. For more background, click here.

– An information report on Resources for a Municipal Drug Strategy was received. Chatham Councillor Brock McGregor made a motion to have the funding for the strategy to be discussed in the 2020 budget sessions.

– A pair of items in Closed Session: An Offer to Purchase – 55 Minnie Street in Wallaceburg and a proposed disposition of land with regard to WDC Rail Update were discussed.

– Chatham Councillor Michael Bondy entered a notice of motion requesting that staff review all traffic lights in C-K to ensure effective traffic flow and that all pedestrian signals be properly synced with traffic lights.

– West Kent Councillor Mark Authier entered a notice of motion about the Bed and Breakfast bylaw.

– A report on an Amendment to Business Licensing By-law – Schedule B – Adult Entertainment Parlour was approved.

– Four planning report regarding applications for Consent and Zoning By-law Amendments in Orford and three in Dover were all approved.

– A report on Tile Drainage Loan Debenture By-law and Inspection was approved.

– Information reports on: WDC Rail Update, Woodlot Property Tax Programs, Bed and Breakfast Establishments – additional information, Re-allocation of One Time Funds for Assistant Administrator, Riverview Gardens, Together CK: Event Grant Guidelines, Provincial Child Care Funding Changes and New Child Care Tax Credit were received.

– A report on Request for Proposal Award: RFP R19-219, Bloomfield Business Park Phase II, Community of Raleigh.

– A report and a presentation by Shelley Wilkins, Director Housing Services re: Rent-Geared-to-Income Centralized Wait List Trends, For Coordinated Access to Social and Affordable Housing Units was received.

– A report on Community Transportation Grant By-law was approved.

– A report on 2020 Interim Tax Levy, Due Dates, and Borrowing By-laws was approved.

– A report on Appointment of Integrity Commissioner/Closed Meeting Investigator was approved.

– A report on Amending Contractual Appointment By-law was approved.

– A presentation by Gabriel Clarke, Environmental Planner, on the Climate Change Action Plan Terms of Reference was made and the report was approved.

– A report on Ontario Heritage Act – Designation By-laws – 8800 Talbot Trail, Community of Harwich and 9388 Cedar Hedge Line, Community of Chatham Township was approved.

– A report on Connecting Links Program Application – Grand Avenue East Rehabilitation, Community of Chatham was approved.

– A report on Blenheim Landfill Liaison Committee Appointment was approved.

– A report on Partners in Climate Protection Program Membership was approved. South Kent Councillor Trevor Thompson was appointed as the Council representative on the committee.

– A motion by South Kent Councillor Anthony Ceccacci re: Upgrading of On-Street Parking, John Street, West, Blenheim was approved.

– A motion by West Kent Councillor Mark Authier re: Renaming of Two Creeks Trail was approved.

– Mayor Duncan McPhail and Councillor Bonnie Rowe, from West Elgin, provided a deputation about Four Counties Transportation Services.
