Inspections needed at Dover apartments

Before some zoning changes can be approved, inspections will be taking place at a Dover apartment complex.

North Kent Coun. Joe Faas made a successful amendment to a motion at Monday’s council meeting, regarding the property at 24254 Winter Line Road in Dover.

Faas said there have been some concerns at the apartment complex in the past, and he wanted to ensure the safety of the occupants.

“We need to do the proper inspections,” he said.

Council approved placing a holding provision on the property until inspections are conducted by the Chatham-Kent Fire Department and the property standards division for Chatham-Kent.

Paul Lacina, Chatham-Kent’s chief building official, said the property is zoned to include six units.

However, Lacina said the property now includes nine units, as work was conducted by a previous owner without the proper permits.

Lacina said a building permit could not be issued to the new owner, until the combined consent and zoning by-law amendment was approved.

Lacina said property standards have been to the property in the past for issues related to pest control and a leaky roof.

Scott Sproule, fire inspector with the Chatham-Kent Fire Department, said they had not attended the property in “a couple of years.”
