Consulting engineering services for Elizabeth & Lisgar reconstruction up for approval

The consulting work for the infrastructure upgrades surrounding the proposed subdivision at the former W.T. Laing Public School site in Wallaceburg, is up for approval by Chatham-Kent Council.

Chatham-Kent administration is recommending the proposal, in the amount of $254,703.13, for the Elizabeth Street and Lisgar Street reconstruction in Wallaceburg be awarded to WT Infrastructure Solutions Inc.

The report and recommendation is on the agenda for the upcoming Chatham-Kent Council meeting on Monday, February 6, 2023.

“In November 2022, Chatham-Kent Council approved a draft plan of subdivision for the development of the former site of the W.T. Laing Public School located at 800 Elizabeth Street in the Community of Wallaceburg,” said Mark McFadden, manager of engineering and transportation, in a staff report.

“The school closed in 2001, was demolished in 2010, and the subject land has been vacant since that time. Upgrades and improvements are required to the existing infrastructure in order to accommodate the development of this land into residential properties. This reconstruction project is being completed in support of this development.”

McFadden said the request for proposals focused on the procurement of consulting engineering and inspection services associated with the reconstruction of Elizabeth Street from Lorne Avenue to Lisgar Street, and Lisgar Street from Elizabeth Street to Elgin Street.

“It is the intention that the consulting engineering be initiated in 2023, and the construction and inspection services be initiated and completed during the 2024 calendar year,” he said.

A total of seven separate proposals were received on January 10, 2023 and forwarded to the engineering and transportation division for review and evaluation, McFadden said.

McFadden said all of the proposals submitted adhered to the requested content of the RFP.

“The proposal submitted by WT Infrastructure Solutions Inc. illustrated the staffing resources, methodology and quality controls necessary to initiate and successfully complete this project,” he said.

Costs associated with consulting engineering fees will be funded via the following sources:

– 2023 PUC Watermain Lifecycle budget

– 2023 PUC Sanitary Sewer Lifecycle budget

– 2023 Storm Sewer Lifecycle budget

“The specific details surrounding the funding of the tendered construction project will be presented to Council in detail upon receipt of bids for same,” McFadden added.

“The low proposal bid submitted by WT Infrastructure Solutions Inc. was within the budget estimate. This fee covers all consulting aspects of the project.”

McFadden added the cost sharing agreement with the developer of the vacant lands will be finalized at a later date, which will cover their associated costs from these engineering services and the future tendered construction costs.

The meeting on Monday takes place at the Civic Centre in Chatham, starting at 6 p.m.
