Officer of the Order of Canada wins $25-million lottery prize

For the first time in Ontario Lottery and Gaming (OLG) history, an Officer of the Order of Canada has won a major lottery prize. Charles “Charlie” Coffey of Toronto claimed the $25 million LOTTO MAX jackpot from the January 31, 2025 draw.

The 81-year-old retiree, known for his lifelong dedication to philanthropy and public service, was overwhelmed by the win. “I’m humbled and filled with gratitude by this massive lottery windfall,” he said during his Winner Celebration event.

Coffey’s winning moment came during a routine stop at a gas station, where he checked his tickets. “At first, I thought I won $25,000. But when I put my glasses on, I realized it was $25 million!” he recalled. Rushing home for a second opinion, his family confirmed the life-changing prize—with someone even suggesting they check his pulse.

Originally from New Brunswick, Coffey built a distinguished career in banking and championed causes supporting Indigenous peoples, women entrepreneurs, education, and diversity. In 2003, he was appointed an Officer of the Order of Canada, and the Assembly of Manitoba Chiefs later named him an Honorary Chief for his work with First Nations communities.

Now, Coffey says his lottery win will allow him to further support the causes closest to his heart. “The Order of Canada’s motto is ‘They desire a better country.’ That speaks to me—a better Toronto, Ontario, and Canada, especially for our Indigenous peoples.”

Despite his philanthropic focus, Coffey does have one personal indulgence planned: a family vacation to celebrate together.

He purchased his winning LOTTO MAX ticket at the Shell gas station on Yonge Street in North York.
