OPP offer $50,000 reward in 1992 Kingston-area homicide (Video)

Ontario Provincial Police are renewing calls for information into a 1992 homicide north of Kingston, announcing a $50,000 reward for tips leading to an arrest and conviction.

On February 14, 1992, officers responded to a single-vehicle collision on Cutler Road, about 35 kilometres north of Kingston. Inside the vehicle, police discovered the body of 56-year-old William “Billy” Neil, who had been fatally shot. A firearm was found nearby, and his death was ruled a homicide.

Investigators learned Neil had abruptly left his scrapyard and repair business near Odessa earlier that day after receiving a phone call that left him visibly upset. While several hours remain unaccounted for, police traced his movements through several Kingston locations before he was killed on Cutler Road, outside Yarker.

Despite extensive efforts over three decades, the case remains unsolved. Police believe someone has key information that could help.

The investigation is being carried out by the Lennox and Addington County OPP Crime Unit under the direction of the OPP Criminal Investigation Branch, with support from the Office of the Chief Coroner and the Ontario Forensic Pathology Service.
