Chatham-Kent council has approved an exemption from part lot control for a 16-block residential subdivision in Wallaceburg, clearing the way for the future sale of individual semi-detached dwelling units on the site of the former W.T. Laing Public School.
Council approved the application and adopted the implementing bylaw at its Aug. 10, 2026 meeting.
The subject lands are located on the north side of Elizabeth Street, east of Lorne Avenue, and on the west side of Lisgar Street, south of Elgin Street. The property is designated Residential Area in the Chatham-Kent Official Plan and zoned Residential Low Density Fourth-1632, which permits semi-detached dwellings as-of-right.
The 16 blocks are part of a registered plan of subdivision that was registered in 2024. Each block is intended to be developed with semi-detached dwellings. The application, brought forward by 2873723 Ontario Inc., is meant to give the applicant the means to further subdivide each block so individual semi-detached units can eventually be sold separately.
Municipal staff noted this is a common approach for establishing lot lines within a plan of subdivision, particularly for creating freehold semi-detached dwelling lots.
In its review, municipal staff found the application does not raise any issues of provincial interest and maintains the general intent and purpose of the Official Plan.
Staff also noted that each of the subject blocks contains sufficient area and frontage to accommodate the proposed semi-detached dwellings under the existing zoning.
