Chatham-Kent Police Service officials allege: At 1:36 p.m., police responded to the Chatham-Kent Public Library on Queen Street South in Chatham for a mischief investigation.
Officers learned the man threw a rock through a window.
The man was located and believed to be under the influence of an intoxicating substance.
The 32-year-old Chatham-Kent man was arrested and charged with mischief.
He was transported to police headquarters, held until he was sober and released with conditions and a future court date of March 4, 2024.
