As the Municipality of Chatham-Kent prepares to begin slope stabilization work along the northwest side of the Thames River, unhoused individuals sheltering at 12 Thames Street are being asked to relocate. The municipally owned PUC property has been identified as an available location for those who choose to move.
The stabilization project, located between Third and Fifth streets, requires the current encampment to vacate the site due to safety concerns.
The Municipality does not have designated areas where encampments are explicitly permitted, nor does it direct unhoused persons to specific sites. However, under existing law, individuals without housing have the right to shelter on public lands if no other options are available.
Chatham-Kent’s Encampment Protocol—adopted by Council on Nov. 4, 2024—outlines where encampments are restricted.
These include:
– On or within 100 metres of playgrounds, splashpads, beaches, sports fields, or water parks
– On or within 100 metres of elementary schools, childcare facilities, assisted living residences, shelters, or other services supporting youth or vulnerable populations
– Within 10 metres of any private property line
– In any active parking lot
– Inside or on any public-use buildings or structures
The PUC site does not fall under any of these restricted categories and is therefore permitted under the protocol.
Support services for those experiencing homelessness continue to be available through Victoria Park Place, the Homeless Response Line, and the Transitional Cabins Project, which is expected to open in August.
