Chatham-Kent by-law officers have begun patrolling local encampments as part of the municipality’s efforts to enforce its encampment by-law and support compliance through outreach and education.
The officers are currently working two weekday shifts — from 8 a.m. to 4 p.m. and 10 p.m. to 6 a.m. — with hours to be reviewed and adjusted based on community needs.
In addition to enforcing municipal rules, officers will maintain a presence at encampment sites to deter non-compliance and build relationships with residents. The municipality said this approach will help ensure enforcement is carried out in a fair and informed manner.
When issues arise, Housing Services, ROCK and by-law officers will first speak with individuals to explain the infraction and offer guidance to correct it. If compliance is not achieved, officers may issue a formal order in consultation with Housing Services, setting a deadline for compliance. Continued non-compliance could lead to municipal remediation or a court summons, with all actions carried out under the direction of Housing Services and Municipal Legal Services.
Municipal officials noted that while the community may expect immediate results, the process is intended to be structured and deliberate. Officers have only recently started their patrols and have begun addressing concerns, with written compliance orders expected to begin this week if needed.
Regular clean-ups are also taking place twice weekly, and staff continue to work with encampment residents to meet compliance expectations.
Residents with questions or concerns about encampments are encouraged to call 311. Complaints made directly to by-law officers will be redirected to ensure proper tracking and response.
