Chatham-Kent staff recommend new direction for ARTspace and Cultural Centre

Chatham-Kent administration is recommending a new approach for ARTspace following public consultation on a proposed relocation to the Chatham Cultural Centre.

A report heading to council on July 13 recommends spending $100,000 from the Strategic Development Reserve to hire consultants to undertake a conceptual review of the Chatham Cultural Centre and develop high-level renovation cost estimates. Staff are also recommending issuing a request for expressions of interest to identify a qualified third-party operator for ARTspace and preparing a business case to align the gallery’s operating budget with current costs.

Council had previously directed administration to conduct additional community engagement after a proposal to relocate ARTspace from its rented location on King Street to the Chatham Cultural Centre was referred back in April. According to the report, consultation included a public meeting attended by about 42 people, an online survey that received 48 responses and discussions with the Gallery Advisory Committee.

The report states many participants at the in-person meeting opposed relocating ARTspace and called for greater investment in the gallery, describing it as more than a physical space and emphasizing its role in supporting emerging artists and the broader arts community. However, survey respondents were generally more supportive, with 69 per cent indicating support for the relocation, either with or without concerns. Respondents identified increasing visibility for local artists, boosting visitation and improving accessibility as top priorities.

After reviewing the feedback, administration concluded there is community interest in exploring whether ARTspace could return to its original vision as an independent organization operated by and for the arts community with municipal support. Staff say a third-party operator could provide expertise in arts programming, fundraising, facility management and community engagement while expanding artist workshops, mentorship opportunities and programming.

The report also notes the current rental location presents accessibility challenges, while renovations at the Chatham Cultural Centre remain under consideration pending the conceptual review. Administration says the financial implications of any future renovations or changes to ARTspace operations will be brought back to council for approval in future reports.
