Chatham-Kent Council: June 29, 2020 agenda

Chatham-Kent Council is set to meet electronically for a regular meeting on Monday night, June 29, 2020.

The meeting is set to begin at 6 p.m.

Electronic council meetings in Chatham-Kent have brought changes to the deputation process.

Members of the public who want to make deputations to Chatham-Kent Council can still do so, however, the lack of a physical meeting means those submissions will need to be provided to the municipal clerk in writing, Municipal officials stated.

Anyone who wants to speak to the issues before council must provide an electronic copy of the submission to the municipal clerk’s office ckclerk@chatham-kent.ca by 3 p.m. on Monday, June 29.

The deputations will be provided to council in advance of the meeting and will be verbally read by the clerk during the meeting.

The meeting will be shown at https://www.yourtv.tv/chatham livestreamed at https://www.facebook.com/yourtvck/ and on YouTube.

It will also be located on the municipality’s Facebook page, https://www.facebook.com/MunicCK/ where it can be viewed at any time.

Here are the items set to be dealt with by Council at Monday’s meeting:

– A report on the purchase and sale of 25 Raleigh Street in Chatham. This report will be made public on Friday.

– A motion by West Kent Councillor Mark Authier re: Chickens in Urban Areas. More details, here.

– A motion by West Kent Councillor Melissa Harrigan re: Human, Social and Community Impacts of COVID-19. More details, here.

– Two motions by South Kent Councillor Anthony Ceccacci: 1) Tree Donation Program and 2) Safe Water Front Access.

– The following information reports will be before Council: Chatham-Kent Accessibility Advisory Committee 2019 – 2020 Accessibility Report and Terms of Reference, Project in Difficulty Status Update: Labourview Co-operative Homes, Project in Difficulty Status Update: Wallaceburg Kinsmen Court, Review of Agricultural Building Permit Fees, Taxes and Assessment Adjusted to May 31, 2020, Public Alerting System for Chatham-Kent and Small Business Recovery Grant Criteria.

– Tender award contracts will be considered for the following projects: Hot In Place Recycling Program, Micro Surfacing (Type III), Oldfield Line over Maxwell Creek Drain (East) Culvert Replacement in Chatham Township and Fysh Line Culvert over North Marsh Drain – Bridge Rehabilitation in Howard.

– A report on the Corporate Technology Strategic Plan, including a presentation by John Naas of Blackline Consulting.

– A report on Surplus Property Declaration June 2020.

– A report on Chatham-Kent Housing & Homelessness Community Plan Update 2020 – 2024, including a presentation by Chantal Perry, Program Manager, Homelessness Prevention, Employment and Social Services.

– A report on Results of Expiry of Operating Agreement Analysis by Housing Services Corporation: Expiry of Operating Agreements, End of Mortgages & End of (Ontario Housing Corporation Public Housing) Debentures: End of Federal Funding, including a presentation by Shelley Wilkins, Director Housing Services.

– A report on CK Plan 2035 – Council Priorities, Actions and Indicators.

– Council will also meet in closed session to discuss security of the property of the municipality or local board with regard to the Corporate Technology Strategic Plan.
